US Army Corps of Engineers (USACE): We are pleased to announce that USACE has recently selected Universolutions to develop Warrant Management System. The system will assist the Chief of Engineers at the headquarters as well as Director of Contracting, Regional PARCs, Regional Contracting Chiefs and District Contracting Chiefs in tracking approved warrants. This is an enterprise system which will have 42 districts and seven reasons from all over the world accessing the system. The system allows to submit applications online, verifies the education, training and experience required for different level of warrants, allows to review applications, approve or disapprove application online and generate certificates. This is an intranet base system.
Universolutions has been developing several enterprise wide systems for the USACE in contracting arena for the last several years. This includes:
a. In-depth study of the business process in contracting arena
b. Recommendation to automate certain business process
c. Automation of business processes.
d. Conversion of legacy system to latest technology.
We have developed tools for the Corps of Engineers Principal Assistant Responsible for Contracting (PARC) office that enhance management and promote standardization and efficiency in the contracting process for the wide variety of procurements handled by the Corps. These include the development, installation and support of the following:

- Performance Work Statement Library
- IDIQ Contracts Web based Access System

- Tele-Contracting System
- Warrant Management System
Various database platforms are involved in these systems such as .Net, ASP, PHP, SQL Server, Oracle, Java, etc. The system are intranet based system.
Additionally, under a Small Business Innovative Research Grant, we developed a web-based Decision Support System that follows the FAR requirements and supports the normal procurement process from generation of requirements to post award actions. Unique to this application, not found in other systems, is the Source Selection feature that automates the proposal evaluation process.
